Items must be picked up by bidder in person only.  Inquiries regarding exceptions to this policy will not be addressed, including pre-paid shipping labels, third party shippers and courier services.

All equipment will be sold AS IS (some parts may be missing, may not be operational). NO WARRANTY, and NO REFUNDS.
Pursuant to RMC 3.08.100(C), City of Richland officials and employees are prohibited from purchasing city surplus items directly or otherwise as a buyer or buyer’s agent.

Item must be picked up by appointment only by calling                (509)-942-7710. Pick up times are Monday - Friday 8:00 am to 3:00 pm.

Acceptable forms of payment: Wire Transfer. Online CC payment less than or equal to $4,000. NO CASH, CHECKS, OR MONEY ORDERS WILL BE ACCEPTED!

Payment of winning bid item must be received within 5 business days after notice of award.

CITY charges 8.7% sales tax. The tax is calculated at the time of bidding. When sales tax is included, the buyer shall add and include the sales tax amount when making payment.

Buyers Premium: A Buyers Premium of 10% is added to the final sale price with a $5 minimum charge per auction for payment collections.

All sales are final. Public Surplus will notify buyer of receipt of payment via email.

The successful bidder is responsible for removal or pick-up of item(s) from the agency's premises. Removal must occur within ten (10) business days after notification of award of the winning bid. The notice of award, the payment receipt, and personal identification must be presented at the time of pick-up, or the CITY OF RICHLAND will not release the item to you.

The successful bidder will be responsible for the packing, loading and/or transporting of any item(s), if necessary
